The iOS 11 beta 8 can be downloaded and is currently available for registered developer only. The registered developer can install this beta from the developer account or can directly update via OTA mechanism if they have already installed previous beta from Settings >> General >> Software Update>> Download & Install >> Enter passcode and wait for a while to complete installing iOS 11 beta 8.
